Yes, because, unfortunately, Sheriff Bergin "runs" the jail, not APD. He does, however, charge local agencies a fortune to put prisoners in "his" jail.
Actually he doesn't charge local agencies a DIME, unless they insist on handling the cases through their municipal court which only ONE of five courts does....Astoria
