Who's a reporter -- and who's 'just' a blogger

Who's a journalist in Oregon and who isn't? For the most part, this is one of those angels-dancing-on-the-head-of-a-pin questions that nobody much cares about. But it matters to city councils and school boards and other public bodies in the state because the law often requires them to answer it.
The state's open meetings law excludes the public from executive (private) sessions, which councils, school boards and such are allowed to conduct on certain sensitive subjects....For Complete Article Click On Thread Title Above

I believe the First Amendment ... in the Freedom of the Press clause ... was also intended to prohibit the government from setting qualifications for "legitimate" press.
After all, anyone can distribute pamphlets off their home computer today ... yet pamphlets then were a major means of journalism.
Today, anyone with a bit of money can set up a home TV or radio station.
I'm sure the Founders would have immediately recognized the danger/advantage ... depending on one's point of view ... of the government being able to limit access to "legitimate press only".
Some "bloggers" do nothing but cut-and-paste the comments of others. What a joke.
