KAST-AM: Local Radio Media's Open Letter To Oregon Governor Pleading For Acceptance Of Bradwood Landing's LNG Terminal

GPR - Despite the perception of an unseemly attempt by the parties involved at exploiting an opportunity, in these stressfull financial times for all of us on the Lower Columbia, to prosper the position of NSNG/Bradwood Landing's proposed LNG Terminal upriver, I wonder as Freel pleads for The Governor to do the right thing, exactly what that right thing is.

Mr. Freel seems to forget that this project is up for review and disposition as applied for by both the States of Washington and Oregon with the United States Court of Appeals to overturn all applications for this project, which obviously is already considered the "Right Thing" as far as The State of Oregon is concerned along with legislation, supported by our own State Rep Boone that will require "Proof of Need".

Also, the proposed pipeline developer involved in party with our own Northwest Natural Gas, Palomar, says we don't really need any LNG Terminals in our midst should just one pipeline out of The Rockies to the Williams and TransCanada pipelines be completed and the closest, using, primarily, exisitng pipeline rights of way, is the 585 mile long Sunstone Pipeline coming out of Wyoming and terminating in Stanfield, Oregon and slated for a 2011 start.

Should this happen, as Palomar says, our West Coast Market NG needs will be met for, many years to come while bridging the transition from fossil fuels to renewable and sustainable sources.

Could this be "The Right Thing" as well?

Maybe if it were less so obvious NNB-KAST Radio's financial/Advertising/Marketing ties to NSNG/Bradwood Landing, the plea might be more credible to their listening audience.

Nevetheless, you read it and follow your own conscience as to exactly what is indeed "The Right Thing".

The LNG Public Protection Act was formally introduced yesterday.

The bill number is HB 2015. This is the number you should refer to when asking you legislators to support the bill.

Chief sponsors of the bill are Rep. Riley and Sen. Prozanski.

Next steps: The bill will go to committee and there will be a public hearing on the bill during the next month or so.


What the bill does: HB 2015 is a common sense bill that says that we should not give away state land and water rights unless there is a need for LNG in Oregon.

Specifically, the bill states:
Prior to issuing state water rights, removal/fill permits or granting state land leases for LNG terminals and LNG-related pipelines, the Oregon Department of Energy is required to conduct a needs assessment to determine whether there is a significant need in Oregon for LNG that cannot be filled by North American sources of natural gas.


The price of natural gas derived from LNG will not exceed the price of natural gas from North American sources the operation of the LNG terminal is consistent with Oregon’s strategies to address climate change.

The bill also requires that LNG terminals and related pipelines have no adverse impact to beneficial uses including but not limited to fishing, recreation, agriculture and wildlife.

DEQ would apply this stronger standard protection in their permitting process for pollution discharge permits and water quality certification.

How Your Tax Dollar is Spent

Although you write your property tax check to Clatsop County, only some of the money goes to the county.

The county collects the taxes and then distributes the money to 66 taxing districts.

For each $1 paid by the average Clatsop County taxpayer:
* 48.3 cents goes to school districts, including Clatsop Community College
* 22.3cents goes to the cities, including urban renewal districts
* 14.7 cents goes to recreation, transportation, water and other districts
* 2.6 cents goes to rural fire protection districts
Just 12.1 cents of each average tax dollar goes to the county government.
Of that 12.1 cents:
* 4.6 cents helps fund public safety and justice programs, such as sheriff's patrols, the jail, district attorney's office and juvenile department;
* 2.2 cents goes toward public service programs such as assessment and taxation, elections and records, surveyor, land-use planning and development, animal control, parks and some public health programs;
* 2 cents goes to miscellaneous services as data systems services, finance, building maintenance and veterans services;
* 1.5 cents is set aside as contingency for unforeseen expenses or revenue shortfalls;
* 0.9 cent goes for administration such as county administration, human resources, legal counsel and board of commissioners;
* 0.9 cent goes for the fair grounds special levy approved by the voters for enchanced operations and facility improvements.
Property taxes provide about one-third of the county's funding for public services. The rest comes from state and federal funds, fees for service, timber, carryover from the previous year's budget and other sources.

OLYMPIA – Citing the Clean Water Act and the inadequacy of a federal environmental review, the Washington Department of Ecology (Ecology) today asked the Ninth Circuit Court of Appeals to overturn a federal agency's premature decision to license an energy project along the Columbia River.
If Ecology's challenge is successful, the Federal Energy Regulatory Commission (FERC) will have to reconsider its September 2008 decision to approve the proposed Bradwood Landing liquefied natural gas project. The terminal is slated to be built in Oregon with the natural gas pipeline extending across the Columbia and through Cowlitz County.

DEQ SUSPENDS REVIEW OF LNG PROJECT DUE TO REFERENDUM AND LUBA DECISION

The Oregon Department of Environmental Quality (DEQ) has suspended review of the air and water discharge permits requested by the Bradwood Landing LNG terminal because of two important victories by LNG opponents.

DEQ cannot review permit applications if the project violates local land use laws.

First, Clatsop County Citizens for Common Sense passed a referendum on September 16, 2008 that barred LNG pipelines in protected areas.

Second, Columbia Riverkeeper and partners won a challenge at the Land Use Board of Appeals (LUBA) that overturned the county’s approval of Bradwood Landing.

Based on these two victories, DEQ has suspended review of all permits for the LNG terminal and pipeline.

“DEQ’s action of suspending the permits is another major blow to Bradwood Landing,” stated Brett VandenHeuvel, Executive Director of Columbia Riverkeeper. “Bradwood is trying to push through an incredibly unpopular project, but sixty-seven percent of Clatsop voters rejected the pipeline and LUBA overturned the rest. Considering the broad state-wide opposition and Bradwood’s legal problems, I don’t see this as a viable project.”

A letter issued yesterday from the Oregon Department of Justice said that DEQ will likely deny the permits if Bradwood does not agree to suspend them.

The Department of Justice stated, “if Bradwood is not agreeable to such a suspension, DEQ will be forced to proceed and that means the likely denial of the NPDES and ACDP permits based on the lack of compatibility with . . . land use regulations.”

“Bradwood is over a barrel with DEQ saying either suspend your permits for a long time or we will deny them now,” Brett VandenHeuvel stated.

Laurie Caplan, referendum organizer for Clatsop County Citizens for Common Sense, stated, “We’re celebrating because DEQ’s action is a direct result of our referendum that rejected LNG pipelines. It’s the truest example of democracy where citizens can choose to protect our local economy and safety instead of being a back door to send gas to California.”

“We’re pleased that Bradwood’s permits are suspended because LNG is bad for business. It will harm the fishing industry, decrease property values, compete with renewable energy projects, and stain Oregon’s green reputation,” stated Peter Huhtala, Executive Director of the Columbia River Business Alliance (co-petitioners in the LUBA victory).

The following parties prevailed in the LUBA appeal: Columbia Riverkeeper, Columbia River Business Alliance, Oregon Chapter of the Sierra Club, Columbia River Clean Energy Coalition, Jack Marincovich, and Peter Huhtala (represented by Jan Wilson of the Western Environmental Law Center) and the Columbia River Inter-tribal Fish Commission (represented by Julie Cater).

An NPDES (National Pollutant Discharge Elimination System) permit is a state permit necessary to discharge polluted water into the river. An ACDP (Air Contaminant Discharge Permit) is a state permit necessary to discharge air pollution. Bradwood cannot go forward without both permits. Section 401 of the Clean Water Act requires the state to certify that the project complies with state water quality standards. DEQ has also suspended the application for this permit.

"It rained last night," he wrote in his diary that day. "I went up the (Wagner) creek and brought the cattle down to turn across Bear Creek tomorrow . . .. I went up to Thomases to get Jenny shod."

Old Valentine's Day cards are on display

Today is not only Oregon's birthday, it's also Valentine's Day. So the Talent Historical Society & Museum is offering a display of old valentine cards, many going back to the 1920s or '30s. They range from homemade cards to commercial ones offering what historian Jan Wright describes as "cheeky" humor in vogue at the time.
One is a 1933 homemade card that Lynn Newbry, a former state senator and current society board member, received from his teacher Floy Young while attending elementary school in Talent.
Another was "To my mommy and daddy from April."
"We got that from our youngest daughter," offered Alice Burnette, 93, a Talent resident for some 75 years, who included several of her old cards in the collection. "She did that when she was around the first or second grade. She is in her 60s now."
The high temperature of the day was 44 degrees; the low 36, he noted.
But nearly three months later — May 4 — found him writing about the belated discovery via newspaper delivered by mail that Oregon had become a state on Feb. 14....For Complete Article Click On Link Below

Samuelson Votes Against Port's Tongue Point Purchase Loan!

County Commissioner Ann Samuelson was the only dissenting vote on a motion to approve a partial loan of $100,000 towards the purchase of Tongue point by The Port of Astoria at yesterday's Clatsop County Board of Commisioners meeitng.

Samueslon also rapped the knuckles of Port with the mention of The Port's relationship with South County and what The Port does for it which is and has been a sticking point in their relationship for years some would say and still no obvious ground gained at all. Samuelson implies she is a big proponent of Community Building and has stated so in many communiques over her tenure on CCBofC and let's hope at some point actions will prevail over rhetoric.

Samuelson also and rightly so in my view, brought up the issue of the status of the lease with The Port and now, Oregon LNG, at Skipanon Peninsula and that lease's validity. Disregarding the position this conveys on the part of Samuelson as County Commissioner, the confrontation and settlement of this issue is long overdue and if Attorney General Kroger wants to get into the energy frey on behalf of the citizens of Clatsop County and Oregon as well, this is a good candidate to do so, or would it be prudent to get all those legal beagles on retainer with Port and CCBofC, a few working for both?, to do their version of Due Diligence on this issue and present a position to take on making it truly legal or oust OLNG?

It was clearly understood that the British would help the Jews set up a national home in Palestine afer a British promise in 1917 that this wouls happen.

It all started from this point and up to 1945 then comes the "Zionists"(Jews supporting colonization of Paletsine) versus "The Arab League"(Arab nation backed group to regain their ancestral homeland Palestine).

The future of all alternatives to oil rests on a single make-or-break factor -- money. And even as private investors fled other markets last year, clean-tech company coffers were still brimming with venture capital dollars.

Clean tech -- a loosely defined environmental category -- includes companies involved in solar power, biofuels, batteries, water, recycling, even farming.

And as VCs clamored to get in, funding for the industry posted an all-time high of $2.6 billion in the third quarter of 2008.

Experts linked the boom to soaring oil prices, generous tax credits, and a public fascination with all things green.
