Congratulations To Robert Mushen For Getting The Nod From Clatsop County Board Of Commissioners
Mushen, already being touted by some as Samuelson's handpicked replacement to continue with the existing agenda, may be wise enough to have been a keen observer of what brought on these recalls that have burdened this community by posturing himself in a position of leadership that serves the citizens of Clatsop County in the doing of their "Public Business" as opposed to serving "The Machine" and its agenda itself.
Mushen claims that he will reserve his position on LNG pending the development of further knowledge on the issue.
Hopefully he will learn more than just the PR on the subject from Bradwood Landing's "Talking Heads" as seems to be the depth of it on the majority of that panel.
Maybe, just maybe, he may be the one to push to explore other long-term, sustainable job opportunities that will put hundreds and hundreds of Clatsopians to work before this group commits this community to a lifetime of a bad marriage to what many would call a huge mistake.

A 527 organization or 527 group is a type of American tax-exempt organization named after a section of the United States tax code, 26 U.S.C. § 527. A 527 group is created primarily to influence the nomination, election, appointment or defeat of candidates for public office. Although candidate committees and political action committees are also created under Section 527, the term is generally used to refer to political organizations that are not regulated by the Federal Election Commission or by a state elections commission, and are not subject to the same contribution limits as PACs. However, On September 18, 2009 the Washington D.C Federal Appeals Court ruled that these groups have a First Amendment right to raise and spend freely to influence elections so long as they do not coordinate their activities with a candidate or a party.

Oregon DSL: Revision To Rules Authorizing Structures On And Uses Of State-Owned Submerged/Submersible Lands
What is This Notice About?
The Department of State Lands (DSL) has for some time had rules governing the management of, and issuing of authorizations to place structures on, and to use state-owned submerged and submersible land. These rules (OAR 141-082-0000 through 141-082-0210) were last amended in 2002. Since then, these rules have served DSL well. However, a number of changes, most of which are relatively minor, needed to be made to them to clarify various provisions; streamline some of the processes used; and to ensure that the definitions of terms used in the rules are the same as those recently used in other rules. These rules also needed to be reorganized to reflect the format now used when creating new rules or amending previously adopted rules. Consequently, DSL has revised these rules accordingly. In amending these rules, DSL has also increased the application fee for a public facility license and the fees to register structures on state-owned submerged and submersible land in order to enable the agency to recover more of the costs it incurs to administer its registration program.

Clatsop County Commissioner Jeff Hazen Comments On Recent And Upcoming Recall Elections
These Three Things
First of all, I would like to thank all of those that voted to keep me in office during the recent recall attempt. I will forever be grateful to those that supported me through this time. I am proud to serve District 1 and the entire county and will continue to work hard for everyone.
Secondly, it saddens me that Ann was recalled by just 4 votes. Many people just don't know how hard she worked for Clatsop County. I have never seen a county commissioner work harder than her. She worked tirelessly to make sure that those that needed help the most were taken care of. She fought a hard battle to keep her seat and the margin of loss goes to show that there was not an overwhelming majority unhappy with the job she was doing. It has been an honor for me to serve with Ann and I applaud her job that she did as a commissioner.
Third, the recall effort against Patricia is moving forward. Make no mistake about it, this is a continuation of the effort to overthrow your county government. Patricia also works tirelessly for the county. She studies the issues very closely and can be relied on for very thoughtful consideration no matter what comes before the commission. It would be a travesty for her to lose her seat on the commission. We need hard working people like Patricia on our commission.
I can't help but ponder that there are those behind the recall efforts that don't like the idea of strong-willed women in leadership in the county. Sad, truly sad.

Portland, OR – U.S. Senator Ron Wyden forwarded to President Obama today the names of the finalists chosen by a selection committee for U.S. Attorney and U.S. Marshal for the State of Oregon.
The 13-member selection committee appointed by Wyden and U.S. Senator Jeff Merkley made their recommendations to Wyden after interviewing candidates and deliberating over last weekend.
The committee chaired by Deschutes County District Attorney Mike Dugan was comprised of a diverse group of police, sheriff, district attorney, defense attorney, victim’s rights, and judicial representatives from each region of the state.
The committee was charged with recommending three individuals for each position. There was a tie for third in the voting for U.S. Marshal. As a result, Wyden is forwarding all four names to the White House for that position.
The finalists recommended for the position of U.S. Attorney by the selection committee:

Oregon Department of Justice Attorney Amanda Marshall
Acting U.S. Attorney Kent Robinson
The finalists recommended for the position of U.S. Marshal by the selection committee:
Lane County Sheriff Russell Burger
Portland Police Bureau Commander James Ferraris
Former Oregon State Police Captain Gerald Gregg
Former Gresham Police Chief Carla Piluso
The White House and Justice Department will now review the recommendations, and after further consultation with Sen. Wyden, President Obama will make a selection for each position. The nominees must be confirmed by the U.S. Senate once the President makes his nominations for each position.

64 (82%) said Yes to recall
14 (17%) said No to recall
We All Know Where This Is Going Don't We?
This information taken directly from:
ADOPTED BY CLATSOP COUNTY BOARD OF COMMISSIONERS March 2008
24. Pipeline Segment in OPR Zone
24.1 Proposed Development At pipeline mile 5.3, near River Ranch, the pipeline is proposed to pass through about 0.7 of a mile of land zoned Open Space, Parks and Recreation.174 The Comprehensive Plan designates this land “Conservation Other Resources.”
24.2 Action Requested and Criteria for ApprovalThe requirements of the OPR Zone are set forth in L3.580. The zone contains no provisions for a natural gas pipeline. The applicant therefore proposes an amendment that would add such a provision to the zone. The amendment would add the following words to the list ofuses permitted outright in Section 3.584: “15. cable, sewer line, water line or other pipeline.”With that amendment, the applicant then asks that the County allow this segment of thepipeline outright, as provided by the amended text.
So, now are you 4 Commissioners sure and let's just pretend we are using "Common Sense" here, that this current decision has nothing whatsoever to do with this same piece of property you just approved again for rezoning favorable to LNG related Pipelines again 4 to 1?
One other question I have, since Commissioner Hazen was hot to try to bring up the issue of "Ex-Parte Contact" regarding Commissioner Rohne's conversations on this issue with his District 4 constituents, should there be some concerns about Bradwood Landing property owner and key player in that proposed project, Ken Leahy's contributions to two sitting Commissioners PACs?
Is that legal?
A Conflict of Interest?
A Prejudicial position that may require recusal from further input?

Considering Wetlands Mitigation on OPR zoned property is allowable, trying to use the term "Quasi Judicial" in justifying, once again, what amounts to, in my view, irresponsible and careless manipulation of our zoning and Comprehensive Plan in the ultimate interest of an ulterior agenda just doesn't sit well, I'm sure, with many and really, don't we all know where this is going?

North American Natural Gas: 100 Years Worth!
Based on that, do we need LNG Storage/Transfer Terminals?
Not for our own supply but, look at the profits to be made in exporting the stuff and Bradwood Landing/NSNG implies that they wouldn't even think of such a dastardly thing.
ANGA Says: "* Major new resources of unconventional shale natural gas are dampening forecasts for America’s needs for liquefied natural gas (LNG) imports from foreign countries."
Palomar Says: “The Palomar East pipeline would provide the NW Natural system [Oregon’s largest distributor of natural gas to homes, businesses, and industry] with benefits in terms of added capacity and options for North American gas, whether or not any of the LNG terminals [proposed for Oregon] were built,” the report states on Page 12.
As noted in the Wall Street Journal: “[Natural gas] production is up 8 percent this year, according to government data, and the growth is expected to continue as companies drill thousands of wells in Texas, Louisiana and Oklahoma, and look at massive new reserves in Appalachia and Canada.”
ANGA Says: 97% of the Natural Gas used in The United States comes from North America

Voters released their 2009 legislative scorecard
OLCV Legislator Score Card
District 31 Representative Brad Witt (D-Clatskanie) scored
76%.
His challenger, Huhtala, expressed disappointment.
Peter Huhtala of Astoria seeks to replace Witt in the
Oregon House of Representatives.
The two will have a chance to square off in the May 2010 Democratic primary.
“Witt delivered a mediocre performance for the environment.
Only four Democrats in the Oregon House had lower scores,”
said Huhtala.
“The environment is a vital part of the quality of life
that defines Oregon,” Huhtala added, “From voting against
reducing field burning to sponsoring a bill to fast-track
LNG, Witt made the wrong decisions."

RELEASED BY: Eric Halverson, Sergeant

On 09/16/2009 The Astoria Police Department began an investigation into the theft of cast iron steps that were removed from the Astoria Column recently for replacement.

Could This Be Warrenton?
Why not?
My view is Warrenton is still at a stage where it's not too far gone to insensitve development and planning and can be whatever it wants to be if its citizens, by consensus, deem it to be so.
Why, in the remake of its downtown core, could it not be a Coastal Village in apperance and atmosphere with all current amenities and longterm planning to focus on a vision to take it into its own future?

Bradwood Landing: 36-38 Miles Of Pipeline Right Of Way - Add 224.24 Acres To The Project Would You?
The average Natural Gas High Pressure Pipeline Right of Way is 50' wide with 35' maintained clear.
So, using this average and an average 37 Mile long NSNG controlled pipeline right of way x 5280 feet = 195, 360' x 50 = 9,768,000 square feet divided by 43560 square feet(acre) = 224.24 acres owned/controlled by who?
Where does the end of that pipeline originate?
From the Bradwood Landing LNG/Storage Terminal facility of course.
So add that 224 acres to that magic, "Bovine Scat", 40 acres NSNG says they are only using and you have 264 acres of physical property under the control/ownership of Bradwood Landing/NSNG.
Small Project?

Clatsop County Commissioners are at it again!
Last year Clatsop County Citizens for Common Sense ran a successful referendum campaign that resulted in an overwhelming 2/1 victory for the anti-LNG coalition.
Voters were asked if LNG related pipelines should be allowed in areas zoned for Open space Parks and Recreation (OPR) and the citizens of Clatsop County voted overwhelmingly against allowing LNG pipelines on such lands.
Now the Clatsop County Commission is trying to undermine the vote of the people by re-zoning the OPR zoned land along the pipeline route, reversing the effect of the popular vote.
They are once again doing the bidding of NorthernStar/Bradwood Landing by attempting to wriggle out from under a 67% vote of the people to not allow pipelines on these lands.
We need to gather our troops and show Clatsop County that the people of Oregon demand rightful representation in our government! Please join me and the citizens of Clatsop County for a demonstration for democracy at the next Clastop County Hearing where four of the commissioners will undoubtedly approve the dismissal of a popular vote in an effort to do the bidding of Northernstar Natural Gas and Bradwood Landing.
Folks are welcome to stay and participate in the public hearing that will take place at 6pm. Keep an eye out for more information and reminders as Sept. 23rd approaches!
Please join us to protect the vote of Clatsop County citizens and to protect the Columbia River from devastating LNG developments!
If you are interested in having an informational event held in your town, contact Olivia to plan a forum or presentation!
Thanks to you all for your interest and participation in the fight against LNG and related pipelines. With continued effort and support we will win this fight! An Open Letter To Clatsop County Commissioner Patricia Roberts
GRP:We would like to extend the same invitation to Commissioner Roberts that we have extended to Commissioners Samuelson and Hazen and that is to use this venue to their best advantage to inform the citizens of this community in their defense against the proposed Recall Petitioning. We would certainly like to see a response from Commissioner Roberts on the Open Letter below.
Commissioner Roberts;
On Friday, August 28th, 2009, outside the Gearhart Post Office between the hours of 10:00 and 1:00, you
made the following public remarks in defending yourself against recall. I hope you will take some time to
clarify what you meant by the following statements:
“I don’t have any control over the size of the project.”
What do you mean? That the Bradwood Landing project, as proposed, was the minimum size it could be?
Your responsibility as a County Commissioner was not to decide if it was as compact as possible, but
rather to decide if the project met the “small to medium scale development activity” test necessary to
build anything on the site at Bradwood. You voted “yes” twice.
“We just voted to give them a chance, and I think they will fail.”
At no time that I‘m aware of, acting in your role as a quasi-judicial body hearing the case, were you asked
to vote on whether the Bradwood Landing proposal deserved a chance or not. Instead, your responsibility
was to rule on whether the proposal fit numerous aspects of county and state law and zoning rules. In
what way, precisely, do you think they will fail?
“We had no choice, this is the process.”
Do you mean that the process predetermined the outcome? You clearly could have chosen to vote no. A
no vote would have been more consistent with testimony and the county consultant’s opinion. Why do
you say you had no choice? Did anyone advise you that you had no choice?
“We would be sued if we had not voted this way.”
How did you come to the conclusion that the county would be sued if you voted no? Did someone tell
you that you would be sued? If so, who and when? Would you have voted differently without the threat
of being sued?
Unsaid
On two points that were brought up however, you were strangely silent. When it was mentioned that the
river closures resulting from the mandatory exclusion zone around the tankers would prohibit cruise ships
from considering Astoria as a port-of-call, you had no response. And more importantly, when the
discussion turned to the fishing industry along the Columbia River, and how it would be severely impacted
by the closures, your only response was, “I hadn’t heard they [the LNG super tankers] would be in port
that long.”
“You just don’t understand.”
You are correct on this one, I truly don‘t understand. But I believe it is your obligation to help me and
the people of Clatsop County understand why you keep voting for LNG and the Bradwood Landing
application. The concerned citizens of Clatsop County would appreciate an explanation of your
comments.
Sincerely.
Deborah McEuen

The Arguement For Recall
Proponents of the recall maintain that it provides a way for citizens to retain control over elected officials who are not representing the best interests of their constituents, or who are unresponsive or incompetent. This view holds that an elected representative is an agent, a servant and not a master.
The Arguement Against Recall
Opponents argue that it can lead to an excess of democracy, that the threat of a recall election lessens the independence of elected officials, that it undermines the principle of electing good officials and giving them a chance to govern until the next election, and that it can lead to abuses by well-financed special interest groups.

LNG:The Passamaquoddy Study Shows Impacts Of LNG Development Costly, With Limted Benefit
A study of the potential impacts of liquefied natural gas (LNG) terminals in Passamaquoddy Bay concludes that the economic stimulus provided to the region by one or more LNG import terminals would be limited. An LNG terminal would have significant economic consequences throughout the region, with costs for public safety, staffing and infrastructure running into the millions of dollars for host communities, while the loss in property values along the U.S. side is estimated at $3 million to $8 million. Benefits would be less than expected, as the study concludes that each LNG terminal would provide only 27 construction jobs and 8 operations jobs to local people........
